2000 Chevrolet Venture Headlight problem

Hi!
My both headlights are dim,can hardly see anything while dark.
ground show 0.0 v..lowbeam 11.8..and while in lowbeam mode,the highbeam pin show 6.4v at the connector??

What will be the next thing to check???

check ground for headlights see if it's corroded then have a local garage scan for codes as it maybe the drl module is bad.
