What is the amp rating of fuse that keeps blowing? Note the diagram.

If the 50 amp pcm/havc fuse is blown, no voltage to the pcm 10 amp fuse. Maybe I misunderstood?

It's the 10 a pcm fuse under the hood on the drivers side of the car, right next to the ac fuse,I'm guessing its a short,I heard there was a recall on the 2000 Cavaliers for pcm voltage issues but I called and was told there was no active recall on the vehicle

Unplug the circuit from pcm. Use testlite across fuse terminals. If the lite comes on, it is going to ground somewhere in the wiring circuit.

Do you mean use the testlight on the pcm fuse slot in the fuse box? And would I have to take the pcm out the car to find the circuit,or is it labeled on the pcm?

My info says the pcm is located right front of engine compartment, behind fascia.

Yes, I was talking about using the testlite across the fuse slot. Don't know if you have to remove pcm, I'd have to look at it. You might be able to just remove connector?

In the diagram, pins 19 and 20 are connected, so if it blows one fuse, it blow the other.
