I can lift the rear hatch up but the tailgate won't come down. I need to fix it but dont know to get the inside panel off to fix it.

check near bottom and top of panel for screws yo may be able to lift handle on outside thenpull on rods or cable on both sides with a hook to open it.
yours may be similar to pic.
