For the ABS to kick in at low speed, the most likely causes are the sensors or control unit. You would need appropriate scan tools to monitor and diagnose the problem.

Have you tried to check for trouble codes?

I was told they checked the sensors when I had new brakes, rotors, tires, alignment and Hydro Booster installed.

Sensors could be good but if the sensing gears are dirty/covered with dirt, it can result in improper readings and cause the ABS to activate.

What are the sensing gears? Where are they located?

They are located on the axle shaft and wheel hubs, behind the rotors/ brake drums. They are for telling the wheel sensors that the wheel is turning or stopped.
