how do i check my number 1 canshaft for a short to open circuit, and a failed canshft actuator.

something is killing my battery, and the report i git is that my number 1 canshft is poor electrical connection, and Failed camshaft actuator.

I hav a 1988 GMAC Diesel van? I ran out of diesel, but changes the filter? now it want start? do i hav to bleed the line. plus it want start at all now. how do i get it runing again.
