cam 2 dots to 2 dots I cam but Cam pulley is off ?

I did a valve job on my 1999 toyota sienna ,i set The RR E cam 2 dots to 2 dots I cam but Cam pulley is off 180 degry Can you please tell me why?

The right Cly head has 2 dots on each gear to align and the left has single dots, did you lock the sub gear with a bolt? check belt timing and gear alignment as per pics. Check out the diagrams (Below). Please let us know if you need anything else to get the problem fixed.
