Code 14 is igniter siganl to ECU missing. It could be a faulty igniter, its wiring to the ECU orr the ECU itslef that is bad.

how could we test when Igniter or ECU is faulty or not working. because my car idling is not stable it goes up and down. and was diagnosed code 14

Code 14 would ether result in engine not starting. I believe the fault is not due to this.

Our database does not have any information on your vehicle so I am only able to suggest to you what to check.

Erratic idling is mostly due to dirty throttle body and clogged IAC and cleaning them should work.
