1999 Toyota Harrier Trans shifting

I had my trans rebuild $4700.00. It doesnt shift into 4 gear till engine warms up .25 on gauge. Trans shop said thats normall. But engine sreams till it warms up and shifts is this normal

take it back and tell them to fix it right it shouldn't matter if it 's warm or cold.

I did take it back to them at mr. Transmission
They gave it back to us stateing its suppose to do that

US Toyota harrier is known as a Lexus RX and I can find no info on this particular problem. it should shift cold as well as warm . I have no idea what to tell you except maybe it needs to be re initialized to correct it there is a tsb on shifting issues which I am posting in pic. it is L-SB-0082-14 other than that I don't know what to tell you.
