1999 Saturn SW2 will not start

My son's wagon does not start. It appears to be an electrical problem. The dash lights, headlamps, window motor, running lights, gauges, all fuses, all relays and blinkers work. The battery is good removed and tested. Here is what doesn't work starter, locks, dome light, warning bell, radio, cig lighter, and trunk release lever. When you turn the key it clicks but does not turn over, the clicking is from the relay under the passenger kick panel.

Have you checked the fuses ?Especially the body fuse in the inside fuse panel?

I have checked the fuses and they are all in good shape.

Yes I do have access to a test light and a multi-meter.

Just reread your question I would like you to try this unplug your chime module then plug it back in and make sure its fully seated. The chime module is on the back side of your inside fuse box.

I just wanted to finish out this thread. This past weekend, after accessing the back of the inside fuse box we found that moving around the thicker gauge orange wire would cause the chime(warning bell) to start working. I believe this wire is the one that is hot at all times according to the wire diagram I have. We pulled the wire and reseated it. Everything that wasn't working before works now. The car starts and runs great. Thanks for your help

That was my next thing I was going to have you try but the chime is easier to explain to start off.Thats terminal F5 I have seen them do that the way fix it per mentally is unscrew the connector its 7mm then filp the connector over to see the terminals. You will see that terminal is wide open compared to the other ones.Use a really small pick and grab each side of the connector end and bend the center tab of the connector closed.
