1999 Saturn SC2 right front headlight outage

During the night the horn starting blowing and quit before I got to it. Checking the fuse the next day I found it was blown. Also, the next day the right headlight was out and that fuse was also out. Replaced both fuses and installed a good headlight Drove the car and checked the fuses and found both to be OK, but still no horn or headlight. Went through the cleaning of all the ground connections I could find (chassis ground behind underhood fuse box, ground connector block on right side near the washer fluid, connectors to the ground block. .The wire connection to the headlight bulb with the headlight switch on reads 12 volts on one side to ground and .5 volt to the other side to ground. Across the two reads 12 volts. Checked the bulb to make sure it was OK. Is it a ground problem or something else?

All electrical components require both power and ground to operate so if one is missing, the component with not operate,

In this circuit the light receive constant power and the switch controls the ground side.
