lights stay on when key is removed

my 1999 saab 9-3 highbeam indicator on the dash stays lit when car is on and the headlights stay lit when car is off and key is removed. the only way to shut the headlights off is to remove the lampcheck relay. i bought a brand new relay for $100 and it didnt fix the problem. is there anything else i can check besides the fuses?

Same location as lampcheck pull headlight relay #1 see diagram. replace if it clicks and lights come on then faulty bDICE module see diagram

yes one more thing u can check ,now when u take the key out check to see if the center area of key cylinder jump up ,if it dont just take your finger & push down on that section & release ,if it still dont jump up take the key & stick it in & pull out in a rush ,check that & post back with answer,good luck.
