when i start car it revs loudly without my foot on accelerator what can it be

I have checked the accelerator cable and it seems fine, not stretched. The car was just normal yesterday when i used it. The battery does need charging and it took a few turns of key to start but then when it did it revved loudly and when i put it in gear it moved on its own without me using accelerator pedal
