the inside brake pad is tight against roter and the outside pad is loose makes bad rubbin noise while driving.

It sounds like the caliper piston is sticking and also the slides on the caliper are bad. Normally, under these conditions, I replace the caliper. If you want, you can check to see if the piston is frozen in place as well as remove the slide pins, clean them and lubricate them. If the piston is free, the slides could be the entire problem. Considering the inner pad is tight and the outside is loose, that leads me to believe that is the problem.
