1999 Oldsmobile Intrigue Gas Backup

While I am refueling my gas, the gasoline backs up into the tank neck. I have to wait for the gasoline to flow back down into the tank and I have to pump it very slowly. It seems like the gas tank neck has an obstruction. Is there any way to fix this? Thank you very much.
