what would make gas come down the line leading from the gas tank to the fuel filter, when the car is not running.. just sitting

is it rubber plastic or metal line? in any case it indicates a leak somewhere. will probably have to lower tank to find it.does it drip on ground? how fast? your saying it dont drip when running?
