1999 Mitsubishi Eclipse Alternator Voltage to PCM

What is the voltage that the alternator is supposed to put out? This is the second alternator I have installed. The mechanic says that it should charge at 14 and right now it is at 12.73. It goes down to 12.20 and back up Both Alternators were new. when he tested the alternator wire on the pcm he noticed the voltage is unstable there. The battery is new and the starter is only 2 weeks old. The car is running.

voltage should be between 13.8 and 14.5 thereabouts pending on battery charge and system loads, sounds as if the voltage reg is not working correctly, have this checked out and make sure battery terminals are clean and tight as is chassis earth and any engine earth points.

Battery terminals are new and so is the alternator. The voltage regulator is in the alternator

You can test for a high resistance through the wiring to the PCM, you may have a corroded or damaged terminal plug in the loom.
