I HAVE A 1999 MERCURY TRACER LS 4 CYL. WHAT IS A RELAY CONTROL MODULE & ITS PURPOSE>

my car stopped & it want crank, I was told it was the plugs & wires so I changed them. It still didn't crank, however, it was in the shop before & i think the person done something to it. I found what is called a relay control module. attached is a picture of how it looks

What is it doing cranking over and will not start or just won't crank over at all/nothing when you turn key to cranking position

IT ACTS LIKE IT WANT TO CRANK BUT DOESN'T. LIKE I SAID BEFORE, I LET SOMEONE MY AUNT KNOW GET IT TO FIX IT BUT NOTHING WAS DONE, ATLEAST THAT'S WHAT I THOUGHT.. I FOUND WHAI IS CALLED A RELAY CONTROL MODULE IN THE TRUNK OF MY CAR..CAN YOU WHAT IS THAT AND ITS PURPOSE?
