I have a 1999 Mercury Sable that has a brake line leaking fluid. It is located approximately under the driver's seat. A 1/4 inch wrench fits snugly around the outside of the brake line. With a flare tool can I successfully remove a section of the line and make a new one?

The line is pitted and rusted, however it loos as though it could be difficult to bend a new line like the original line.

You can buy a direct replacement line. Or, you can possibly rent or borrow a tubing bender and buy a straight line and bend it yourself.
