right rear rotor appears loose but wont come off how do i get it off

right rear rotor moves slightly but wont come off is it a emergancy brake stuck or do i use brute force and hit it hard with a heavy hammer?

There should be 2 threaded holes on the inner flange of the rotor. Find matching hardware to thread into them and then tighten them in. It will work the same way a gear puller does.
You might spray WD40 or PB Blaster on the axle flange where it meets the inner rotor flange and let it soak.

make sure there are no screws holding it on.use prenatrating oil and a hammer.strike the rotor on edge to knock it loose.if no check for holes in the center of rotor.you stick a screw on the hole and it pushs the rotor off.
