Transmission fluid is leaking from the shift lever shaft. Can this be repaired without removing the transmission
from the car?

Unless I'm missing something, shaft seals can be replaced without removing the transmission, but typically a special puller tool is needed. It may be necessary to lower the transmission to gain access but that is not nearly as involved as completely removing it from the engine.
