"99 b3000 lacks power in 4th and 5 th gear.

Does it seem to rev higher than the speed it travels? Or is it a problem with rev limitation of the engine?

It seems like it doesn't want to rev and gain speed. The clutch isn't slipping and i have replaced the fuel filter.
