Remove license plate?

Change the license plates.
The bolts have rusted out that attach the license plates. Cannot find a way to get to the interior to fasten a nut onto new ones in front.

Unfortunately you are going to have to remove the front bumper in order to access these clips.

I am attaching the info below on where all the fasteners are to remove the bumper cover.

However, you may have better luck by just drilling out the bolts and re-tapping the threads as long as the clips are still held in place.
