1999 G20 elec. problem

Both wipers and radio sometime not working{always both}, although both will always work when I put car in Neutral with motor off. Is this a possible relay problem?

Could be a relay problem with the wipers as for the radio its a different thing-Your best shot here is bring it in and have it further checked out by an auto electrical specialist-
