temp. gauge fluctuates from 100c to 120c it has 296000km new temp sensor,sender new rad ,water pump,put thermometer in rad top.now getting reading of 45c constantly is it gauge or bad ground?

it cold be instrument panel.if you put silicone on sender that can do it. it may have a wire hitting and grounding out someplace.needs to be looked at
