blowing 20 amp ecm-1 fuse

Why am I blowing the 20 amp ECM-1 fuse located in the fuse box under the hood. I have a 1999 GMC Yukon.

Its either the circuit is shorted to ground or the component itself being powered by the ECM-1 fuse
