shifting starts out from a stop in second gear

I have a 99 dodge 1500 4x4 and its have problems shifting it either starts out from a stop in second gear or it wont shift from second to third unless i drop it into neutral and back into drive any ideas?

I've tried checking the relays. Disconnected the battery i don't think its the transmission i think it might be a servo or a relay because the transmission doesn't make any noises or slam into gear and sometimes it will shift rite. And it shifts if i put it into neutral and back into drive.
