1999 Dodge Dakota transmission band adjustment

in the car i want the transmission band act wrong during the first cold start up meaning it sticks in second gear for a few seconds then goes to third. is this a bad problem and do you think i should still get the car?

If it only happens when it is cold, I don't see how band adjustment will solve the problem. It sounds more like a sticky valve body or bad shift solenoid.
