1999 cougar cranks over but wont start

i was driving along and it just cut out on me and refused to start. it has no spark but there is power going to the coil pack, ive replaced the crankshaft censor and coil pack and leads, the fuel pump is working as you can hear it when turning the ignition on, ive checked all fuses and the fuel cut off switch but still it wont start any suggestions?

its a 2ltr 16 v engine

Under the hood in the relay box, there is a relay called the EEC. That stands for electronic engine control. If it is bad, it will shut the engine down. Try switching it with another relay that is there with the same part number.

all relays have been checked made no difference
