speedometer needle is below the peg

1999 Citroen Xzara 2ltr HDI.Having just had a fuel pump replaced, the speedometer needle is now below the peg. How can this be rectified? The garage does not accept responsibility.
Your help would be very welcome

thre garage should not have been near the dash display when replacing the fuel pump .. this was more likely caused by an electrical surge to the system .. it may need the cluster replacing
