You mean fuse # 12, #16, # 17 and # 25 are blowing all at once?

Roy is right, you have more than what it looks. Try disconnecting whateve you have worked on and retest.

Remove these 3 fuses. Install the battery connections. Unplug the ASD relay and install the fuse to test if it blows.

1999 and 2000 PDC are different. For 1999 fuse # 3 is not used. I need to confirm which is the correct fuse box.

According to our database that fuse is not used.

I believe you have read the fuse numbering wrongly.

The fuse you are refering to should be fuse # 16 and the ABS is # 12.

For the ABS, disconnect the controller wireharness. Check the wiring for crimping to ground.

For the Fuel pump (#16), it is connected to fuel pump relay and PCM. for ASD relay # 17), it goes to the relay and engine controls.

Check for wires being clamped below brackets etc.

If you disconnect everything and the fuses blos, you need to check the fuse box itself. Maybe some wires are fused together causing the problem.
