I would replace the combination flasher. It's located in the relay box under the dash on the driver's side. https://www.2carpros.com/images/external/81970005.gif

I have a similar problem , flashers work but no turn signals , have tried switching relay with several used ones and a new one, still same problem ? seems to be only one fuse out under the hood marked flashers ? Have also replaced multifunction turn signal switch ? Any thoughts would be appreciated TY

Did you check fuses #10 and #13 in the fuse panel under the hood?

Here is a guide to help:

https://www.2carpros.com/articles/how-to-check-a-car-fuse

Here are the wiring diagrams so you can see how the system works. Also, here is the combination module for the DRLs and flasher. I have seen these go bad and cause the problem you are describing. Is this the part you changed already? Check out the images (below). Please let us know what happens.

Thank you for the response and it was helpful in respect to fuses. The 10 and 14 under the hood did not correspond to the fuse placement on this vehicle the 99 Town and Country. But it caused me to check all fuses again and discovered a blown 15 amp under the dash not marked for signals or flasher, replaced it and it fixed the problem signals are now working. At the point I was with this and past experience I knew it was something "super simple" that I am missing somewhere. Your suggestions helped me put my Hard head hat on and find the problem.
