1999 tahoe front actuator works replaced the transfer case motor and still no 4 wheel drive any ideas

replaced the transfer case motor and checked the front actuator

the front actuator may be sticking or not working at all. they tend to go bad. there is a way to fix these, by removing cleaning up and putting silicone where it has cracks in it.
