air seems to come out the defrost vents fine but won't switch to dash vents. I can here the actuator working. Is there a chance something wrong with shaft.

Yes it could be broken. If you can get to the mode door actuator, remove the actuator and move the door by hand with the key on and blower on and see if air now flows out the defrost and dash and floor vents. If it doesn't then it probably the door inside the air conditioning box itself.
