rear brake calipers dont seem to be adjusted

Hey guys, either my rear calipers have frozen up or they are out of adjustment. Is there a way to adjust them? If so, is it by braking in reverse, or by applying the E-brake in reverse?

The calipers are non-adjustable-its self adjusting by the piston seal pulling it back to its bore/sounds like its corroded inside or a brake hose that collasped-
