Chevy Lumina LS 1999 Electric Windows

I have a Chevy Lumina LS 1999 and the electric windows will no longer go down. It started when I had my side view mirror (also electric) replaced. Do you think the electric side view mirror being installed could have messed up the windows? What else could it be?

When you try to operate the windows,key on, is the power window circuit breaker hot to the touch? You can also use a testlite to check for voltage at that circuit breaker, key on. That breaker is in fuse box, right side of dash. You can just unplug it to check for voltage at the circuit. Let us know what you find?
