brake lights

brake lights still not working after testing, checking, and replacing all parts. checking some of the wiring and it looks ok. would the ABS RELAY have anything to do with it?

yes third high-mount works

That means you have a bad turn signal switch, also called a combination switch.

It's probably something that you're going to need a shop to do for you. It's in the steering column.

all though i'm a female you know the basic 101 in car repair. I just changed a speed sensor on the rear differental. So, i'm capable of learning if pointed in the right direction.

No, I'm afraid if you don't recognize a turn signal switch, then you are over your head here. Working around an air bag is way too dangerous for someone that unfamiliar with the steering column.
