My 99 park ave has two trouble codes, p1404, p0300 how do I check the operation of the EGR valve and is this a good place to start?

P0300= engine misfire detected.
P1404= EGR valve pintle stuck open or stuck closed.

You can check the egr valve using a vacuum source.
