1999 Buick Century hvac blower

We bought the car used and only the high speed worked for the blower. After several months, the bower bearings seized, so I replaced it, it ran fine for a day, and the resistor went completely out. I replaced the resistor, but as hard as it was to get to, I just made a plastic cover for the resistor itself and tie-wrapped it under the dash. Q: Does this component have to be air-cooled in the duct or am I looking at an electrical short, possibly in the switch itself? (not blowing fuses)

Yes, it does, You are not only going to burn out the resister but may start a fire also. It HAS to be inside the fan housing.
