1998 Volvo S70 automatic slow in starting

My 1998 Volvo S70 automatic hesitate when it first take off, especially when it is cold. But I live in Indonesia , so we are dealing with Asian weather.
Once it takes off, the speed is normal. However, hesitation occurs as well when trying to pass. On stop and go it seems fine.

Not sure I understand. You mentioned that you feel it on take off, but then you say you don't feel it when in stop and go conditions. Can you better explain? Also, when was the last tune up and has the fuel pump pressure been checked?
