when engine is cold, brake light comes on and engine runs rough and misfires

When cold the engine runs rough and misfires and the brake light is lit. The roughness does not occure if under load. When warm the brake light sometimes comes on but normally the engine runs smooth. I have checked the vacuum lines and can find no splits or tears and can hear no hissing, of course at 65 I dont hear so well.
