1998 Saturn Station Wagon idle issue

When car is warmed up.I put the car in park.It will idle for 10mins. Idle jumps to 1500 To 2000rpms. I shut the car off and it idles at 1000rpm for the same then jumps to 1500 to 2000 rpms. The car never does this in gear though.

Do you have the sw1 or sw2 model? Are your bumpers black or are they painted to match the car? I would suspect the coolant temp sensor being bad are there any codes in the computer? Also if it never happens in gear i wouldn't suspect a vacuum leak.
