No interior Lights work

I have a saturn s-series (sl1) and the interior lights do not work at all. what can i do? i have tried changing the PARK fuse which is the one which controls all of the inside lights but it didnt work. any ideas?

In the wiring info, I saw a body fuse that controls some interior lites. Use a voltage tester on applicable fuse circuits. Even if the fuse is good, if no voltage, the circuit is dead. Note info below.
