Cooling Fan not working

Car overheated and was smoking from the engine. Luckily I was only a block from home so I pulled into the drive and shut it down. The fan kept going for over a minute before shutting off. Cooling Fan not working

I found a giant crack in the radiator likely from the overheating. Had a mobile mechanic come replace the radiator and the thermostat. Started it up after he was done and now the fan no longer comes on. He said that was why it overheated, because the fan wasn't working, and pointing out that it was working after it overheated didn't change his mind. He wanted me to schedule another appointment and pay him $100/hour to come back and troubleshoot the problem.

Had a friend replace the fan motor the next day and it still won't come on.

Can't afford to take it to a shop, so it's up to me and my friend to figure this out. Any advice or guidance would be appreciated.

There is a fuse and a ground wire that could have been left off in the repair. here is a wiring diagram of the system so you can see how it works and where the fuse is:
