The ignition cylinder will not turn when the key is inserted?

(Note: the key is not stuck in the cylinder). I've tried jiggling the steering wheel and slightly turning the wheel while trying to turn the ignition cylinder, etc. Any ideas? If not, how can I replace it if the cylinder won't turn?
