Key in ignition, all the way, all inter lites come on, key wont turn,try to turn steering wheel, nothing happens, check fuse;s , ondoor pannel, under hood, battery shows 12.8 v ,E brake on,in park,foot on brake peddle , tried all of these things (replace with new starter)
