When i torque the castle nut on my new tie rod ends to the specified 45 ft-lbs, the nut is several turns past the hole in the stud for the cotter pin. Is this OK? (98 grand prix)

If proper torque is achieved then the cotter pin holes placement is moot. Put the cotter in and finish the installation, answer is yes.
