When battery is disconnected, the PCM loses its memory and after reconnecting, it has to relearn before it sets itself on readiness.

Driving around should allow the computer to relearn and be ready for inspection. However just driving around might not work for extended periods.

Try driving on the highway for 20 minutes and then back to city driving for another 20 minutes. Repeat with highway and city driving conditions and ensure driving conditions varies as much as possible.

Eg. drive at constant speed for a few minutes, slow down or accelerate for brief periods etc.

I can't take it on the highway like that, remember it has been sitting over a year. I got the 10 day permit to drive which ran out the 31st, but it still has not reset. So are you saying just take my chances driving it without the permit or can I go back and ask for another one and then roam on the highway? I just don't have anymore money to spend on an unnecessary ticket. Can it be reset another way? Thanks for your help in advance I do appreciate it.

Computer relearn can only be done under actual driving conditions and there are no known alternatives.

I would advise against breaking the law and you have to think of a way to get the vehicle running to let the computer relearn.
