Cigarette lighter has no power in '98 Plymouth Voyager No fuse appears blown

In the diagram use a voltage tester on the fuse circuit, should be hot all the. As you can see, there is relay. In the power distribution center. I'm not saying the relay is faulty. You have to test the relay circuits.
