how to get plastic sheild from in front of starter bolt

i removed 1 small flat plastic sheild that clipped onto another one that encircles the starter it interferes with the shorter bolt but possible to get bolt past it but it completely covers the long bolt. im pretty sure the starter would come out the front if that was out of the way but it semms to be in there securely

there is a blind bolt back by the trans. once you remove all 3 bolts, the covers come off and you have good acess to the starter bolts
