it can be permanently fixed. the tank must be removed and drained and sent to a radiator shop for repair

the best way is to replace the tank. Although having it repaired at a radiator shop is a very good way to fix the hole. Replacing the tank is the BEST way. consider how long you plan on keeping the car, the cost of both options and decide from there. (I am NOT knocking having it repaired, certainly that works and there is nothing wrong with it)
